Christiana Foglio, CEO of CIS, has a portfolio of over 2,000 rental units and continues to develop award winning residential communities throughout New Jersey. CIS has developed over $350,000,000 of rental real estate and specializes in affordable housing development and urban revitalization.
Prior to forming CIS, Ms. Foglio served in the administration of Governor Florio and Governor Whitman, as Executive Director of the New Jersey Housing & Mortgage Finance Agency, (1992-1995) and was responsible for over $1 billion of Multi-family bond financing. During this time, Ms. Foglio is credited with the creation of the Housing Policy for the State of New Jersey, and national awards for innovative state housing initiatives. She was appointed by Governors Florio and Whitman to serve as Chair of the New Jersey Council on Affordable Housing.
Prior to joining NJHMFA, Ms. Foglio served as Director of Policy Planning and Economic Development for the City of New Brunswick. She also served as President of the New Brunswick Development Corporation, a not-for- profit real estate development company located in New Brunswick, NJ, implementing over $300 million of urban redevelopment projects, reporting to the board of directors of J&J companies. Ms. Foglio is credited with creating the foundation of New Brunswick’s economic rebirth.
Ms. Foglio received a Bachelor of Arts in Economics, and a Master’s degree in City and Regional Planning, with a concentration in Housing Finance and Economic Development, from Rutgers University. She is a licensed planner in New Jersey. She served as a founding member of the Middlesex Improvement Authority and as member of the Mercer County Improvement Authority. She is the Chairperson of a state wide non-profit, CityWorks, which targets commercial development in urban areas. She also served as chair person of the NJ State Planning Commission for the year 2006 and through April 2007. In addition, Ms. Foglio has served as a member of the NJHMFA Tax Credit Advisory Board, the NJHMFA Mixed Income Round Table, Board member of the Girl Scouts of Central & Southern NJ, and the Trenton YWCA. She also served as a housing policy advisor to Governor Corzine and as the Chair, of the Housing Policy Steering Committee to Commissioner Doria, as well as, a member of the Permit Efficiency Review Task Force to Commissioner Lisa Jackson of the NJ DEP.
In 2010, PlanSmart NJ awarded the Van Zandt Williams Jr. Community Involvement Award for going above and beyond to advance smart growth in New Jersey.
In 2009, the ULI New Jersey awarded her the Bloustein School Alumni Award.
In February 2008, Shore Builders Association of New Jersey, held its 5th annual FAME (Fabulous Achievement in Marketing Excellence) awards event at which CIS earned 9 awards including Best Architectural Product Design and Best Multi-Family/Multi-Unit Rental Community of the Year, along with several other awards for the Heritage Village Community at Elton Corner in Freehold Township.
In 2007 CIS earned the NJ Business of the Year Award from NJBIZ and Management Company of the Year in 2009.
In March 2006, Ms. Foglio was the recipient of the following awards: Woman of Distinction and NJ Best 50 Women in Business.
In addition to the CIS portfolio of senior and family rental communities, she owns and manages The Clare Estate an assisting living community, and has created Care Strategies, which is a provider of assisted living programs in independent senior living environments. She also served as a Board member of Aveta Corporation, a Medicare advantage company with operations in California and Puerto Rico.
